Sodor Rails Thomas Patches and Fixes

These are the patches for the Sodor Rails Thomas, the model has been renamed and will show up in the railworks list as "[TEW] Thomas Patched", these patches and fixes include a TVS accurate thomas whistle and changeable faces based on a lamp/headboard script, other fixes will include a 1256 Gallon water capacity which is accurate to the E2s that were given extended side tanks
